On July 24, 2012, James Harper, a 31-year-old unarmed Black man, was shot and killed by Dallas police officer Brian Rowden during a foot chase in the Dixon Circle neighborhood of South Dallas, after officers responded to a 911 call reporting an armed kidnapping that was later determined to be a hoax. His death set off protests in Dixon Circle; no criminal charges were filed, and a civil jury later cleared the officer.
